Title - Pawan Bansal's past has other cash-for-post ghosts

It is not the first time that former Railway Minister Pawan Kumar Bansal has found himself in a tight spot over transfers and postings of officials.Before the cash- for- post scam in the railway ministry, Bansal had courted controversy over disputable postings in the water resources ministry that he headed from June 2009 to January 2011 and from July 2011 to October 2012.Bansal was accused of misusing his position to post officials in Public Sector Undertakings ( PSUs) under the ministry, including the National Projects Construction Corporation ( NPCC ), Water & Power Consultancy Services India Ltd ( WAPCOS) and Central Ground Water Board ( CGWB ). A case against Bansal is pending at Patiala House in the court of additional chief metropolitan magistrate since January 2012.The case involves appointment of director (engineering), NPCC, in 2010. According to complainant Hussain Raza, A.K. Jhamb was appointed to the post against the Public Enterprise Selection Board (PESB) advertisement dated March 30, 2007. The advertisement clearly mentioned the age of superannuation from the post as 58 years. The Appointment Committee of the Cabinet approved Jhamb's appointment up to the age of 58 years. However, Bansal on December 16, 2010, recommended extension of his service up to the age of 60. The PESB objected and turned down the proposal of Jhamb's extension.

Bansal, however, managed to get his way through "various manipulations and suppression of facts", alleged Hussain.

Jhamb is a co- accused with Bansal in the case. The next date of hearing is fixed on August 5. Hussain told India Today that there were also irregularities in the appointment of director (finance) and director (commercial & HRD) for WAPCOS in 2009 and 2010 respectively.

Bansal was given the charge of the Railway Ministry in October last year. Before that he has held charge of several ministries including water resources, parliamentary affairs, science and technology and earth sciences.

Pawan Kumar Bansal had to resign as railway minister over similar charges.
